Manufactured by the Gulfstream Aerospace Corporation, the C-20 Gulfstream is a military adjustment of the commercial Gulfstream aircraft. The aircraft is an all-weather, long range or low passenger load, and high speed aircraft powered by two Rolls-Royce Spey turbofan engines with thrust reversers.

The C-20 Gulfstream was first launched by Grumman American in 1976 but they eventually lost interest, so the development and production was transferred to the Gulfstream American in 1978.

In December 2, 1979, the first C-20 Gulfstream flew. It was chosen as the replacement for the Lockheed C-140B Jetstar. The three original C-20 Gulfstream aircrafts at Andrews Air Forces base were then transferred to Ramstein Air Base in Germany.
